Each week, City Manager Tom Aspell dyes his hair pitch-black, shaves one side of his head and combs the other over the top. Then he takes the stage at the Grammys and dubsteps his way through a whompin' city memo.

Bridge input sought
The New Hampshire Department of Transportation will hold a public informational meeting Feb. 16 at 7 p.m. in the city council chambers, Aspell writes, to solicit input on the state project to replace the Route 3A bridge of Interstate 93 and reconfiguration of Exit 12. See you there!

Canal Street facelift
The city began undertaking environmental due diligence at 5 and 11 Canal St. in Penacook (between Chief's Restaurant and the former Allied Leather Tannery Site) last week, Aspell writes. The due diligence involves excavation of test pits and soil borings, as well as installation of groundwater monitoring wells. The work is scheduled to occur from Feb. 13-16 between 7:30 a.m. and 5 p.m. It is important to note that the work will necessitate periodic partial closure of the Canal Street municipal parking lot.
The project is being entirely funded by a $125,000 technical assistance grant through the U.S. Environmental Protection Agency's Targeted Brownfields Program. The city entered into a purchase and sales agreement to acquire 5 and 11 Canal St. last September for the sum of $99,000, Aspell writes.

Lieutenant retires
Lt. Gary French retired last week after serving more than 28 years with the Concord Fire Department, Aspell writes. French was appointed to the department as a firefighter on Sept. 3, 1983, and was promoted to the rank of lieutenant on March 3, 1996. He was named Firefighter of the Year in 1998. French established a reputation for extraordinary diligence and excellent customer service in leading his crews. He remains widely admired for his integrity and commitment. The city wishes Gary the very best in his retirement.

Audi lobby improved
Staff of the Public Properties Division of the General Services Department recently purchased, primed, finish-painted and installed approximately 270 lineal feet of molding into the main lobby area of the city auditorium, Aspell writes. This will allow the Friends of the Audi the flexibility to hang pictures and change them out as desired without causing damage to the existing walls.

Over the next 20 years, key moments of their relationship are revealed on the same day of each year. Call 225-8670 for the movie title. Rated PG-13; 109 minutes.
