Each week, City Manager Tom Aspell spends hours researching and building a costume that will allow him to become the world’s first flying city manager. Only after he climbs to the roof of the State House does he realize he’s built a gorilla suit by mistake. Dejected, he heads to the forest to live with his fellow primates, stamping out a city memo with his oversized footprints.

Main St. preps starting
This week, those visiting or working on Main Street will begin to see preparations for utility work for the fall construction season, Aspell writes. Those preparations include washing all vegetables and preheating the oven.
Severino Trucking Company will begin to lay out the work area, which will involve marking the street for pavement cutting, drainage catch basins, and hydrant relocations. Possible installation of construction signage may occur later in the week as well. There will be signs to alert you as to whether the signage has been installed. Utility work is planned to begin the week of Sept. 22. Severino Trucking has also recently procured a project office location at 9 Hills Ave. and will be moving into this office space during the upcoming week. Be neighborly and bring them a pie or a fruitcake.

Parking always a fun topic
A community open house regarding the city’s parking system will be held Oct. 6 from 5 p.m. to 8 p.m. at the Capitol Center for the Arts, Aspell writes. There’s no parking lot there, FYI.
The open house will allow downtown business owners, employees, residents and patrons to learn about and offer their insights regarding the city’s parking system, including but not limited to management practices for on-street and leased spaces; rates; hours of enforcement; residential permits; signage; fines and penalties; maintenance and capital improvements; customer service and other parking related policies and procedures. Topics not expected to be covered include ways to trick parking enforcement personnel and parallel universe parking. All are welcome and encouraged to attend.
