Each week, City Manager Tom Aspell shows up for classes at Dame School, only to realize that the building no longer houses a school. He sentences himself to detention and passes the time by writing the city memo on the chalkboard over and over again.

Financial report dinner?
The city of Concord was recently awarded a certificate of achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada, for its comprehensive annual financial report for the fiscal year ending June 30, 2012, Aspell writes. The report was only slightly less wordy than the previous explanatory paragraph, but had more fun mathy charts and pictures.
The certificate of achievement is the highest form of recognition in the area of governmental accounting and financial reporting, as well as Little League baseball. Its attainment represents a significant accomplishment by a government and its management.
30 minutes or less?
Delivery order arrives
The General Services Department recently took delivery of three new 10-wheel dump trucks, Aspell writes. They’d ordered pizza, but accepted the truck delivery anyway.
These front-line pieces of snow-fighting equipment came completely equipped with front and wing plows, as well as salt spreaders. Was this paragraph composed by an action movie writer? They are replacing three similar but aging trucks.
Help is on the way!
But so are traffic delays
The Penacook Village utility improvements are scheduled to commence Aug. 26, Aspell writes. The contractor will begin to mobilize equipment beginning on or about Aug. 20. Six days between activation and action? What, are they being led by a team of oxen?
Liberty Utilities has begun its work in relaying the gas main from Meter Street to Coral Street and will be replacing expansion joints across the bridge, as well. Commuter traffic can expect delays beginning at Stark Street up to the Boscawen town line, which sounds super fun. This phase of construction is scheduled to be complete by Thanksgiving.
