It has been five years since the city of Concord initiated the pay-as-you-throw program for trash collection in July 2009, Aspell writes. In keeping with tradition, the city was gifted a wooden replica of a purple trash bag.
The introduction of the program helped reduce trash volume by encouraging recycling efforts and also decreased collection costs. Implementing the PAYT program has successfully decreased trash materials and has increased the amount of recycled materials. Material girls remain unchanged. Before the PAYT program and curbside collection of recyclables, an average Concord resident disposed of 903 pounds of trash each year. Now, residents dispose of an average of 390 pounds of trash per year.

Rounding the roundabout
In regards to Route 3 corridor improvements in Penacook Village, the Village/Washington Street roundabout in Penacook has taken shape and is in its temporary configuration, Aspell writes. Barrels and cones, along with temporary signage, are in place to direct traffic through the roundabout. Please obey everything the cones say. Motorists are reminded to yield entering the roundabout, and honk if they like construction. Drain and utility work will take place in the vicinity of this area this week. Brochu Landscaping is scheduled to begin with the streetscape/landscape work in this area, as well.
