Each week, City Manager Tom Aspell hops in his car, drives down to the Insider offices and does donuts in the parking lot. Then he peels out, laughing maniacally all the while. But he wasn't just laying rubber – he was spelling out a city memo on the asphalt!

Trash pickup delayed
There will be no curbside trash and recycling collection July 4, Aspell writes. Instead, curbside trash and recycling collection for July 4 through July 6 will be delayed one day, with Wednesday's route being collected on Thursday, Thursday's route being collected on Friday, and Friday's route being collected on Saturday. (Sunday's route will be connected to the neck bone.) The transfer station on Old Turnpike Road will be closed July 4 as well.

Construction starts
This week, repairs to the Eagle Square infrastructure will begin, Aspell writes. The stairs between the square and Storrs Street will be closed while the contractor refurbishes all the brick work, places granite caps on all the walls and refinishes the railings.
Pedestrian traffic will be interrupted for the 5-6 weeks of construction.
In addition, updated electrical service will be installed to support the summer concert series, and new plantings will replace overgrown shrubs that have gone beyond maturity. Those that haven't reached maturity yet will remain, and will continue to laugh at fart jokes.

Library fines increase
Library fines officially changed July 1, Aspell writes. Adult materials, except new books and DVDs, will go up to $0.25 per day, and children's materials, except DVDs, will go up to $0.20 per day. Maximum fines will increase to $12.50 for adult items, $10 for children's items, and $12.50 for VHS materials.
Replacement costs will also change. Children's non-fiction books, catalogued paperbacks, encyclopedias, adult paperbacks, and all DVDs will be slightly higher. Replacement costs for ancient tomes and sea scrolls will remain unchanged. For more information, call 225-8670 and select option No. 3.
