Each week, City Manager Tom Aspell dusts off his old vinyl collection, grabs his favorite Black Sabbath album, plays the whole thing through backward and writes down the subliminal messages embedded within. Then, he slaps the words “City Memo” on it and calls it a day!
Be there or McKee square
Public input sought
The Engineering Services Division will hold a public information meeting Dec. 8 at 6 p.m. to present potential intersection improvement alternatives for McKee Square, Aspell writes. The meeting will take place in the Rundlett Middle School activity room. All residents, commuters, local officials, community leaders, neighborhood groups, etc. are invited. Laugh it out
And relax with yoga
Certified laughter yoga teacher Marcia Wyman will present an introductory class featuring stress reduction techniques using laughter yoga Dec. 7 at 7 p.m., in the Concord Public Library auditorium, Aspell writes. Laughter yoga is a simple idea, which combines laughter exercises and yogic breathing for complete wellbeing. It is a one-of-a-kind concept where anybody can laugh for no reason. Initially, laughter is simulated in the form of physical exercise, but soon it turns into real and genuine laughter. Take a moment from your busy holiday schedule to relax and unwind. This event is free and open to the public.

City captures honor
The certificate of achievement for excellence in financial reporting has been awarded to the city of Concord by the Government Finance Officers Association of the United States and Canada for its fiscal year 2011 comprehensive annual financial report, Aspell writes. The certificate of achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management. An award has been presented to the city's Finance Department. Congratulations go to Diane Savoie, controller, and all members of the Finance Department for their work toward this recognition.

Signals set for spring
This week, the contractor will be installing the signal foundations at the Manchester Street and Airport Road intersection, Aspell writes. The signals will be installed in the spring. The inbound designated right turn lane on Manchester Street to Airport Road has been striped. The inbound speed limit on Manchester Street is reduced to 30 m.p.h. to coincide with the city's speed limit. The intersection will operate over the winter with Airport Road and Integra Drive under stop control. Paving is complete on Broken Bridge Road with under drain and drainage work continuing. Utility companies will continue work over the winter on relocating overhead lines to the new poles.

Expect minor delays
Work on the Route 3 corridor nears completion for the season, Aspell writes. The contractor continues to focus on housekeeping and punch list items. Delays this week will be minor, but should be expected, as clean-up work will be occurring from Dolan Street to the New Hampshire State Prison.
