The City Clerk's Office would like to remind dog owners that it is time to renew dog licenses, Aspell writes. State law requires that every owner or keeper of a dog, 4 months of age or older, shall annually license the dog within the community which they reside. Dog licenses should be renewed in April of each year.

Licensing fees are as follows: non-spayed and non-neutered dogs: $10; dogs under 8 months of age: $7.50; the first dog for owners age 65-plus: $2; spayed or neutered dogs: $7.50; five or more dogs for the same owner: $20.

There are approximately 5,500 dogs within the city, Aspell writes. To date, only about 1,400 of them have had their licenses renewed. Residents who do not renew their dog licenses will be subject to civil forfeiture fines.

Residents who no longer own their dog, or who are no longer Concord residents, are asked to contact the City Clerk's Office at 225-8500 or cityclerk@concordnh.gov so they may update their records.

Apps available

Applications for the State's Low and Moderate Income Homeowner's Property Tax Relief Program are available on the web at nh.gov/revenue, or may be obtained from the City's Assessing Office located in City Hall, between the hours of 8 a.m. and 4:30 p.m., Monday through Friday.

Property owners who owned their homes on April 1, 2010, may apply to the state for relief of a portion of the state education property tax. There is no age requirement or asset limit for this program. A single person whose total household income was $20,000 or less in 2010 and married persons or heads of New Hampshire households with total household income of $40,000 or less may apply, Aspell writes.

Forms and documentation should be mailed to the New Hampshire Department of Revenue Administration, Document Processing Division, P.O. Box 299, Concord, NH, 03302-0299, and must be postmarked no earlier than May 1 and no later than June 30. Applicants will need a copy of their January or March 2011 tax bill and a copy of their 2010 Federal tax return. If the property is in a trust, a copy of the entire trust document must be submitted. Demolition time

Bids have been received for the demolition of property located at 19 Greeley St., which was acquired through a Federal Aviation Administration grant to remove potential obstructions to aircraft approaches to the Concord Municipal Airport. The demolition contract was awarded to F.L. Merrill Construction, Inc., of Pembroke, in the amount of $16,800. Work will begin in May and is expected to be completed by July 1, Aspell writes.

Breaking ground

Water is good

A new 8-inch water main has been installed down Curtisville Road to the Broken Ground School, Aspell writes. Next week, crews will focus on supplying additional sanitary sewer service to the site.
